Abstract
V magistrski nalogi je na primeru katastrske občine predstavljena izboljšava položajne in geometrične kakovosti podatkov grafičnega dela zemljiškega katastra, in sicer na podlagi podatkov operata zemljiškega katastra ter s homogenizacijo položajne in geometrične kakovosti na osnovi membranske metode v programskem orodju Systra. V uvodnem delu so navedeni vzroki položajne nehomogenosti zemljiškokatastrskega prikaza, katerih poznavanje je potrebno za lažje razumevanje kakovosti današnjih podatkov. Sledi analiza kakovosti podatkov o položajih (koordinat) zemljiškokatastrskih točk. Kakovost le-teh je pogojena z metodo in tehnologijo katastrske izmere, metodo obdelave podatkov in tudi z zakonodajo, ki določa pravila katastrske izmere ter vzdrževanja katastra in se je v preteklosti spreminjala. Podrobno so opisana obsežnejša pripravljalna dela, ki so potrebna za učinkovito izvedbo izboljšave položajne kakovosti zemljiškokatastrskega prikaza z obravnavano metodo. V nadaljevanju sledi predstavitev študijskega območja oziroma izbrane katastrske občine, to je katastrska občina Žitence, in katastrskih občin na katere meji. Za namen izboljšave položajne kakovosti podatkov grafičnega dela zemljiškega katastra smo izvedli analizo podatkov, ki so na voljo za izbrano katastrsko občino. Opisan je postopek priprave vhodnih podatkov s pomočjo programske opreme SysGeoPro ter postopek obdelave podatkov v programskem orodju Systra. V sklepnem delu so predstavljeni vmesni in končni rezultati izboljšave položajne in geometrične kakovosti zemljiškokatastrskega prikaza na izbranih območjih.

Title:The positional and geometric quality improvement of a cadastral index map in the selected cadastral municipality : master thesis
Abstract:
The main aim of the master's thesis is the analyses and presentation of the procedures for the positional and geometric quality improvement of cadastral index maps, which is illustrated on the selected cadastral municipality. The positional quality improvement of a cadastral index map is based on the land cadastre data and the so-called membrane method using the software Systra. In the introductory part, the reasons of the heterogeneous positional quality of cadastral index maps are presented, which is necessary for the correct interpretation of the current cadastral data quality. The introduction is followed by the analysis of data quality regarding positions (coordinates) of the cadastral boundary points. The quality is conditioned by the method and technology of the cadastral survey, data processing method as well as by the legislation, which has been giving a framework for the cadastral survey and its maintenance, and has always been a subject of change. A special emphasis is given on the description of a preparatory work, which is crucial for the effectiveness of the positional quality improvement of cadastral index maps using the selected method. In the continuation of the thesis, the study area, i.e. the selected cadastral municipality of Žitence, is presented, together with the neighbouring cadastral municipalities. For the purpose of the positional quality improvement of the cadastral index map, the analysis of the available data has been done for the selected cadastre municipality. Furthermore, the procedure of input data preparation using the software tool SysGeoPro, and data processing using the software solution Systra are presented. As a conclusion, the intermediate and final results of the positional accuracy improvement of the selected cadastral map are given.
