Abstract
Namen magistrskega dela je analiza sistema socialnih stanovanj (zagotavljanje, financiranje, dostopnost, posebni programi, trenutno stanje) v naslednjih evropskih državah: na Poljskem, v Romuniji, Srbiji, Španiji, Avstriji, Nemčiji, na Nizozemskem, v Veliki Britaniji ter v Sloveniji. Socialna stanovanja so stanovanja, ki so ne glede na status države, namenjena najranljivejšim skupinam prebivalcev, in sicer gospodinjstvom z nižjimi dohodki, mladim, starejšim, samohranilcem/samohranilkam, družinam z večjim številom otrok, invalidnim osebam ter priseljencem. Za te skupine prebivalcev sta višina najemnine in stanje nepremičnine najpomembnejša dejavnika, saj je od njih odvisna tudi višina porabljenega mesečnega dohodka. Večina obravnavanih držav se srečuje s težavo pomanjkanja socialnih stanovanj ter premajhne pomoči s strani države, kar vodi v življenje v neprimernih stanovanjih. Tako kot nekatere druge države, se tudi Slovenija srečuje s premajhnim in starim stanovanjskim sistemom, ki je potreben celovite prenove. Težava Slovenije so stanovanja, namenjena za nakup, ter visoke cene nepremičnin. Rešitev sistema socialnih stanovanj v Sloveniji je predvsem v gradnji novih najemnih stanovanj (glede na povpraševanje in potrebnost lokacije), višina najemnine v odvisnosti od dohodkov prebivalcev in ne vrednosti nepremičnin/stanovanja, zvišanje najemnin v neprofitnih stanovanjih, znižanje meje dohodka, kot mere upravičenosti do neprofitnega stanovanja, večji nadzor nad dohodkom upravičencev do socialnih stanovanj ter večji nadzor nad plačevanjem najemnin v socialnih najemnih stanovanjih.

Title:European countries social housing systems analysis : master thesis
Abstract:
The purpose of the master's thesis is to analyze the social housing systems (providing social housing, financing, access to social housing, special programs to help people in need and current situation of the social housing system) in the following European countries: Poland, Romania, Serbia, Spain, Austria, Germany, the Netherlands, the UK and Slovenia. Social housing is housing aimed to the most vulnerable groups of people, especially to people with lower incomes, younger people, the elderly, single parents, families with numerous children, people with disabilities and immigrants. For those groups of people, the price and quality of the property is the most important factor, since it affects the monthly income spent on it. Most of the considered countries face the problem of small amount of social housing and insufficient govern assistance, which leads to overcrowding and poor living conditions. Similar to other considered countries, Slovenia faces too small and old housing system, which requires complete renovation. The problem in Slovenia is housing intended for purchase and high real estate prices. The solution of the social housing system in Slovenia is primarily construction of new rental housing (depending on demand and need of the location), rents depending on the income of the population and not the value of the property, the increase in rents in non-profit housing, lowering of the income threshold as a measure of entitlement to non-profit housing, more control over the income of the beneficiaries of social housing and over the payment of the rents in socially rented dwellings.
