Izvleček
Gluhe in naglušne osebe imajo enake zmožnosti kakor slišeče, se pa zaradi svoje oviranosti sporazumevajo drugače kot večinsko prebivalstvo. V diplomskem delu predstavljamo načine sporazumevanja gluhih in naglušnih, težave, ki pri tem nastajajo, načine, kako jih premagati, in pomoč države pri odpravljanju ovir. V ta namen smo izvedli anketo, s katero ugotavljamo, kje so slabosti oziroma pomanjkljivosti pri sporazumevanju gluhih in naglušnih v postopku pridobivanja statusa invalida po Zakonu o zaposlitveni rehabilitaciji in zaposlovanju invalidov pred državno ustanovo. Osredotočili smo se na sporazumevanje med gluhimi in naglušnimi osebami, tolmači in zaposlenimi v območnih službah Zavoda Republike Slovenije za zaposlovanje ter ugotovili, da sporazumevanje poteka večinoma uspešno, s tolmačem ali brez, ustno ali pisno. Kljub temu pa gluhi in naglušni trdijo, da zaposleni premalo poznajo priporočila za sporazumevanje z gluhimi in naglušnimi osebami, in si želijo, da zaposleni svoje znanje izpopolnijo. Prav tako je ugotovljeno, da primanjkuje tolmačev, saj nekateri niso na razpolago ves čas, ker so zaposleni drugje. Na podlagi raziskave so podani predlogi za spremembe, ki lahko izboljšajo oziroma poenostavijo sporazumevanje med zaposlenimi na območnih službah Zavoda Republike Slovenije za zaposlovanje in gluhimi in naglušnimi strankami, saj veliko slišečih ljudi ob prvem stiku z invalidno osebo občuti nelagodje, saj ne vedo, kakšen je primeren način sporazumevanja in obnašanja z osebo, ki ima določeno oviro.

Naslov:Communication with deaf and hard of hearing persons in the process of obtaining disability status

Deaf and hard of hearing people have the same abilities as hearing people, but due to their disabilities they communicate differently than the majority of the population. In the diploma thesis, we present the ways of communication of the deaf and hard of hearing, the problems that arise from this, the ways to overcome them, and the state's assistance in removing obstacles. To this end, we conducted a survey to determine the weaknesses or deficiencies in communication of the deaf and hard of hearing in the process of obtaining the status of a disabled person under the Act on Occupational Rehabilitation and Employment of Persons with Disabilities before the state institution. We focused on communication between deaf and hard of hearing people, interpreters and employees of the regional services of the Employment Service of the Republic of Slovenia and found that communication is mostly successful, with or without an interpreter, orally or in writing. Nevertheless, the deaf and hard of hearing claim that employees do not know enough about the recommendations for communication with deaf and hard of hearing people, and they want employees to improve their knowledge. It is also noted that there is a shortage of interpreters, as some are not available all the time because they are employed elsewhere. On the basis of the research, proposals are made for changes that can improve or simplify communication between employees of the regional services of the Employment Service of the Republic of Slovenia and deaf and hardofhearing clients, as many hearing people feel discomfort when they first contact a disabled person, because they do not know what is the appropriate way of communicating and behaving with a person who has a certain obstacle.
