The master's thesis focuses on the evaluation of the Protection against Discrimination Act in Slovenia and the analysis of the effectiveness of the implementation of positive measures as a tool for eliminating discrimination against groups of people with different personal grounds. Despite the constitutional guarantees of equal rights and freedoms and anti-discrimination legislation, some people still find themselves in a disadvantaged position due to certain personal grounds. The master's thesis introduces key theoretical concepts such as public policy, public problem, public policy analysis and public policy process. The focus is on the evaluation of public policy, specifically on the Protection against Discrimination Act and positive measures. The research objective is to determine whether the Protection against Discrimination Act achieves its objectives and to what extent ministries are aware of and effectively implement positive measures. The methods used include a literature review, an analysis of both the act and the implementation of positive measures. The results of the analysis form the basis for guidelines and recommendations for more effective protection against discrimination and for improving the implementation of positive measures.
