Abstract
Magistrsko delo se osredotoča na vrednotenje Zakona o varstvu pred diskriminacijo v Sloveniji in analizo učinkovitosti izvajanja posebnih ukrepov kot orodja za odpravo diskriminacije skupin ljudi z različnimi osebnimi okoliščinami. Kljub ustavnim zagotovilom enakih pravic in svoboščin ter protidiskriminacijski zakonodaji se nekatere osebe še vedno znajdejo v slabšem položaju zaradi različnih osebnih okoliščin. V magistrskem delu so predstavljeni ključni teoretski koncepti, kot so javna politika, javni problem, analiza javnih politik in javnopolitični proces. Poudarek je na vrednotenju javne politike, konkretno Zakona o varstvu pred diskriminacijo in posebnih ukrepov. Raziskovalni cilj je ugotoviti ali Zakon o varstvu pred diskriminacijo dosega zastavljene cilje ter v kolikšni meri ministrstva poznajo in učinkovito izvajajo posebne ukrepe. Uporabljene metode vključujejo pregled literature ter analizo zakona in izvajanja posebnih ukrepov. Rezultati analize so osnova za smernice in priporočila za bolj učinkovito varstvo pred diskriminacijo in izboljšanje izvajanja posebnih ukrepov.

Title:Positive measures as an instrument for protection against discrimination
Abstract:
The master's thesis focuses on the evaluation of the Protection against Discrimination Act in Slovenia and the analysis of the effectiveness of the implementation of positive measures as a tool for eliminating discrimination against groups of people with different personal grounds. Despite the constitutional guarantees of equal rights and freedoms and anti-discrimination legislation, some people still find themselves in a disadvantaged position due to certain personal grounds. The master's thesis introduces key theoretical concepts such as public policy, public problem, public policy analysis and public policy process. The focus is on the evaluation of public policy, specifically on the Protection against Discrimination Act and positive measures. The research objective is to determine whether the Protection against Discrimination Act achieves its objectives and to what extent ministries are aware of and effectively implement positive measures. The methods used include a literature review, an analysis of both the act and the implementation of positive measures. The results of the analysis form the basis for guidelines and recommendations for more effective protection against discrimination and for improving the implementation of positive measures.
