Urejanje reverzibilnih pasov v Sloveniji, preveritev na primeru Škofljica : diplomska naloga

Abstract
Zaradi povečanega števila avtomobilov na cestah se je pojavila potreba po preurejanju že obstoječih infrastruktur. Rešitve, kot so širitve cestišča, postavitev semaforiziranih križišč, uvedba krožišč, nadvozov ali obvoznic, včasih ne zadovoljujejo potreb ali pa niso mogoči. Za hitro, varno in učinkovito urejanje prometa v današnjem času pogostokrat uporabljamo bolj kompleksne alternative in integracij inteligentnih transportnih sistemov. Dnevno se na cesti Lavrica – Škofljica pojavljajo zastoji ob prometnih konicah. Zaradi prostorske stiske, saj skozi celoten odsek na eni strani poteka železniška proga na drugi strani pa hribovje, možnosti širitve in dodajanje pasov ni, zato je treba preurediti obstoječo infrastrukturo in omogočiti boljšo prometno pretočnost ob prometnih konicah. V diplomski nalogi je predstavljena posebna prometna ureditev z uvedbo reverzibilnih pasov. Sicer take prakse v Sloveniji še ni, kljub temu pa gre za smiselno rešitev, ko je infrastruktura preobremenjena, ko so zastoji predvidljivi in konstantni, hkrati pa je omejenost s prostorom. Cesta Lavrica – Škofljica je trenutno dvopasovna cesta z odstavnim pasom. Ideja projekta je preureditev ceste v tripasovnico, katere sredinski pas bi bil reverzibilno voden. To pomeni, da bi sredinski pas zjutraj deloval kot dodatni pas za vožnjo v smeri proti Ljubljani in popoldne v smeri proti Škofljici. Pri tem je najpomembnejše, da voznik prejema ves čas nedvoumne informacije kateri pas lahko uporablja. Posebno težavo v tem primeru predstavljajo levi zavijalci, za katere je treba poskrbeti z dodatnimi križišči, obračališči in ustreznimi alternativnimi cestami.

Title:The challenges of introducing reversible lanes in Slovenia Škofljica case study
Abstract:
In order to accomodate the increased traffic volume, the need to upgrade existing traffic infrastructure had arisen. Solutions such as roadway expansions, additional traffic light installations, roundabouts, overpasses or bypasses are not always available. Nowadays, more complex alternatives and integrated intelligent traffic systems are used in order to quickly, efficiently and safely manage traffic. Road section Lavrica – Škofljica is subjected to daily congestions at peak hours. Due to a very constrained land configuration – railway on one side of the road section and a hilly landscape on the other side, it is not possible to substantially widen the existing roadway and add additional lanes. Therefore, the only option is to adapt the existing infrastructure in order to achieve a better traffic flow during peak hours. This paper presents an alternative traffic configuration by introducing reversible lanes. Slovenia has yet to implement this kind of practice, however it seems to be a sensible solution when the existing traffic infrastructure is overloaded, when congestions are recurring and predictable and there are spatial constraints. Road section Lavrica-Škofljica is currently a two lane roadway with a hard shoulder. The project in this paper proposes transforming the roadway into a three lane one with a reversible center lane. This means that in the morning the center lane would provide an additional lane in the direction to Ljubljana and, consequently, an additional lane in the direction to Škofljica in the afternoon. It is of paramount importance, that the drivers receive unambiguous information which lanes they can use. This road section poses another challenge for all the vehicles turning to the left, as additional intersections, turning areas and additional roads would need to be introduced.
