Abstract
V diplomskem delu predstavim Kohezijski sklad, ki financira velike projekte s področja okolja in prometa v državah članicah Evropske unije, v katerih BDP ne presega 90% povprečja Unije. Slovenija s trenutno nestabilnim gospodarstvom zadostuje kriterijem za pridobitev sredstev Kohezijskega sklada. Vendar pa je pot, da Evropska komisija potrdi finančno pomoč za omenjeni sklad, vse prej kot enostavna. To vidimo po tem, ko vse preveč izpogajanega slovenskega denarja ostaja v Bruslju. V ta namen sem izrisala »flow chart« diagram postopka in opravila nekaj intervjujev z udeleženci v postopku pridobivanja sredstev sofinanciranja Kohezijskega sklada. Spraševala sem jih, kakšna je njihova vloga v postopku, s kakšnimi težavami se srečujejo in kje vidijo rešitve. V sklopu postopka omenim tudi strogo zakonodajo, ki spremlja Kohezijski sklad na nacionalnem in evropskem nivoju in daje eksaktna navodila o zaporedju dogodkov v postopku in dokumentaciji v posameznih fazah. Da pa diplomsko delo pridobi še malo inženirskega pridiha, sem poiskala podatke o konkretnem primeru razvojne prioritete iz varstva okolja, in sicer na področju zmanjševanja škodljivega delovanja voda. Na projektu »Zagotovitev poplavne varnosti na porečju Savinje« sem prikazala konkretne ukrepe na Savinji in kje se je zatikalo pri izpeljavi postopka projekta.

Title:Analysis of the Application Process for Allocation of Funds from The Cohesion Fund with an Example of an actual Co-Funded Environment Protection Project
Abstract:
This BS`s thesis discusses the Cohesion Fund which provides financial contribution to large projects in the environment and transport infrastructure sectors in Member States with a per capita GDP of less than 90% of the European Union average. Slovenia, with its currently unstable economy, is eligible for funding. However, the application process – for co-financing approved by the European Commission – is anything but simple. The fact that more and more money, allocated for Slovenia, remains in Brussels attests to that. For this purpose, I have designed a flow chart of the application process and interviewed some of its participants. I was interested in their role in the process, the problems they occur with and their possible solutions. The thesis also explores the strict regulation which defines the Cohesion Fund at the national as well as the European level and provides precise instructions as to the sequence of procedures and documentation required at different stages of the process. Furthermore, to lend the thesis a more engineering touch, I have gathered data about an actual case within the development priority Environment Protection – Water Section – Reduction of Adverse Effects of Waters, namely the project “Flood protection measures in the Savinja River Basin”, and discussed the Savinja flood protection measures and problems encountered during the application process.
