Nowadays, we are increasingly confronted with traffic congestion on Slovenian roads, especially in urban areas. Such traffic conditions make it difficult to carry out a fast and effective emergency service. In order to reduce travel time of emergency vehicles, we need to establish a system to facilitate their work, as this has a potential in significant savings of life and property. In order to solve this problem, many solutions were developed. Among which the most successful techniques for preempting a traffic signal, in the field of intelligent transport systems, are using advanced signaling. In this master’s thesis, we present a developed road traffic simulator for analyzing the success of the traffic signal preemption techniques. Through extensive simulation results, we can recommend which of the tested traffic signal preemption techniques is most suitable for deployment. In the example of Ljubljana's road infrastructure, with the help of the simulator, it was found that the introduction of a green wave preemption technique contributes an average of 36 % reduction in the travel time of the emergency vehicles compared to the average time of the emergency vehicle utilizing the current technology, sound and light signaling.
