Abstract
V Sloveniji je že dolgo prisotno obsežno pomanjkanje ponudbe različnih kategorij stanovanj in povečano povpraševanje po cenovno dosegljivih stanovanjih. Tam, kjer je povpraševanje največje, še posebej primanjkuje najemnih stanovanj za različne skupine gospodinjstev. Problem razvoja najemnega trga predstavljata zlasti neustrezna davčna in stanovanjska zakonodaja. Namen magistrskega dela je bil na osnovi domače in tuje strokovne ter znanstvene literature opredeliti zasebno najemni sektor in poudariti njegovo vlogo pri stanovanjski oskrbi v Sloveniji. Cilj magistrskega dela je bil predstaviti stanje zasebno najemnega sektorja v Sloveniji ter na osnovi ugotovljenih značilnostih delovanja in načina ureditve zasebno najemnega sektorja v izbranih državah EU izpostaviti pomanjkljivosti trenutne ureditve tega sektorja v Sloveniji. Doseganje zastavljenih ciljev magistrskega dela je bilo omogočeno tudi na osnovi opravljenih polstrukturiranih intervjujev. V povezavi z doseženimi cilji so oblikovani tudi predlogi za reševanje problematike zasebno najemnega sektorja. Zaskrbljujoča je ugotovitev, da zasebno najemni sektor v Sloveniji nima politične podpore, zato ostaja zanemarjen s strani države, poleg tega ga spremlja še izredno slab ugled. Pomanjkljiva urejenost pravnega razmerja med najemnikom in najemodajalcem, zapleteni in dolgotrajni sodni postopki izselitve najemnika v primeru kršitev najemne pogodbe ter previsok davek na dohodek od najemnin zavirajo legalno in učinkovito delovanje zasebno najemnega sektorja. Krepitev vloge zasebno najemnega sektorja pomeni večjo ponudbo najemnih stanovanj in zmanjšanje pritiska na sektor socialnih najemnih stanovanj. Zato je potrebno za reševanje problematike zasebno najemnega sektorja v Sloveniji s pomočjo sprememb davčne politike in stanovanjske zakonodaje ustvariti spodbudno okolje za njegovo rast in razvoj v pravi smeri ter učinkovito delovanje.

Title:Strengthening the role of private rental sector in solving the housing issues in Slovenia
Abstract:
In Slovenia, there has been a long-standing lack of supply of different housing categories and the demand for affordable housing, where demand is the highest, and in particular, there is a shortage of rental housing for different groups of households. The problem of developing the rental market is particularly the inadequate tax and housing legislation. The purpose of the master's thesis was to define the private rental sector based on the domestic language in foreign professional and scientific literature and to emphasize its role in housing care in Slovenia. The aim of the master's thesis was to present the situation of the private rental sector in Slovenia and to highlight the shortcomings of the current regulation of this sector in Slovenia on the basis of the established characteristics of the operation and the methods of regulating the private rental sector in selected EU countries. Achievement of the set goals of the master's thesis was also enabled on the basis of completed semi-structured interviews. In relation to the achieved goals, proposals for solving the problem of the private rental sector are also formulated. It is a worrying conclusion that the private rental sector in Slovenia does not have political support, and is therefore neglected by the state and, it is accompanied by an extremely poor reputation. The inadequate regulation of the legal relationship between the tenant and the landlord, complex and lengthy court procedures for evicting the tenant in case of breach of lease contracts and excessive rental income tax, inhibits lawful and effective functioning of the private rental sector. Strengthening the role of the private rental sector means a greater supply of rental housing and a reduction in pressure on social rental housing. Therefore, in order to solve the problem of the private rental sector in Slovenia, with the help of changes in fiscal policy and housing legislation, it is necessary to create an stimulatively environment for its growth and development in the right direction and effective functioning.
