Strokovne podlage za razvoj komunalne infrastrukture v občini Žalec : diplomska naloga

V diplomski nalogi so obravnavani podatki, ki služijo kot strokovne podlage za razvoj komunalne infrastrukture v občini Žalec. Predstavljeno je obravnavano območje in veljaven občinski prostorski akt, pri katerem smo največ pozornosti posvetili gradnji in razvoju komunalne infrastrukture. Analiza podatkov iz zbirnega katastra gospodarske javne infrastrukture je prikazana v obliki preglednic in grafikonov. Podrobneje smo analizirali oskrbo s pitno vodo, odvajanje in čiščenje odpadnih voda, ravnanje z odpadki ter daljinsko oskrbo s plinom in toplovodno energijo. Predstavili smo eno večjih izvedenih investicij v zadnjih letih, to je izgradnja sekundarne kanalizacije in obnova vodovoda Šempeter III. in IV. faza ter Drešinja vas II. faza ter predvidene investicije na področju komunalne infrastrukture. Omenjene investicije so podane v načrtu razvojnih programov za občino Žalec, ki je sestavni del proračuna občine za leto 2018. Na koncu smo podali še analizo odloka o programu opremljanja stavbnih zemljišč s komunalno infrastrukturo ter prikazali izračun komunalnega prispevka na treh različnih območjih in za izbrane vrste objektov. Ugotovili smo, da je vsa obravnavana gospodarska javna infrastruktura v občini Žalec le na urbanih območjih. Pričakuje se, da bodo s sčasoma vključena v tovrstno oskrbo tudi preostala naselja v občini, kar pa predstavlja velik finančni zalogaj.

• Title: Expert bases for the development of public utility infrastructure in the Municipality of Žalec : graduation thesis

Abstract

This thesis deals with data that serve as the professional basis for the development of public utilities in the Municipality of Žalec. The discussed area and the valid municipal spatial act were presented, the greatest attention being paid to the construction and development of public utility infrastructure. The data analysis from the common cadastre of public utility infrastructure is presented in the form of tables and graphs. The supply of drinking water, water waste, water waste treatment, waste management and remote gas and heat supply were analysed in detail. One of the major investments made in recent years was presented, namely the construction of secondary sewerage and the renovation of the water supply system Šempeter III. and IV. phase and Drešinja vas II. phase as well as planned investments in the field of public utility infrastructure. The mentioned investments are put in the development plan for the Municipality of Žalec, which is an integral part of the municipal budget 2018. At the end we analysed the decree on the program of equipping building land with public utility infrastructure and presented the calculation of the land development free in three different areas and for selected types of facilities. It was found that all the analysed public infrastructure in the Municipality of Žalec is only in urban areas. It is expected that the remaining settlements in the Municipality will eventually be included in this kind of supply, which is a major financial under taking.
