ANALIZA DOSTOPA DO INFORMACIJ JAVNEGA ZNAČAJA V ČASU PREDSEDNIKOV BUSHA IN OBAME

Abstract
Z nastankom interneta je postala ključna enota informacija. Informacije so tisto, kar nas bogati in ozavešča o dogajanju okoli nas. Vedno več informacij je na socialnih omrežjih, še vedno pa so ključne informacije v državnih kabinetih. Navidezna demokracija je najhujša oblika represivnega državnega sistema. V tem diplomskem delu bom obravnavala tematiko dostopa do javnih informacij v ZDA v obdobju dveh predsednikov modernega časa: Georga W. Busha in Baracka Obame. Oba predsednika sta si bila med seboj zelo različna, že pripadnost politični stranki je bila popolnoma drugačna, kot tudi njune zunanje politike in reforme. Ključ do informacij javnega značaja je dostop, posledica pa politična podpora. Glede na to, da je politična podpora tisto, kar večino predsednikov žene do nemogočih predvolilnih obljub, bo to delo poskušalo pokazati, da je možno pridobiti politično podporo tudi s tem, ko se vodstvo države odloči vladati bolj odprto. Dostop do informacij javnega značaja je v ZDA pomembna tema odkar se je zgodil napad na svetovni trgovalni center 11. septembra 2001. Od takrat dalje je ameriška vlada zmanjševala dostopnost do javnih informacij oziroma do informacij javnega značaja. Vedno bolj so se poudarjale teorije zarote, ki niso potihnile tudi z zelo korenito spremembo predsednika leta 2009. Kljub odprtosti do dostopa informacij je predsednik Obama svojo politično podporo nabiral preko socialnih omrežij, vendar je naredil tudi nekaj za ljudstvo in njihovo informiranost. Čeprav se je število izvzetij iz javnih dokumentov in cenzuriranje informacij nadaljevalo, se je informiranost državljanov vendarle spremenila.

Title:ANALYSIS OF ACCESS TO PUBLIC INTEREST INFORMATIONS UNDER THE BUSH AND OBAMA ADMINISTRATIONS
Abstract:
With creation of internet the key ingredient was information. Information is something that makes us wealthy and aware. There is more and more information on social media, however the important part of information is hidden in the governmenr cabinets. Seemingly democratic system is the worst form od a repressive state. In this thesis I will elaborate on access to government information in the USA in the presidental period of two modern era presidents, George W. Bush an Barack Obama. Both presidents were very different from each other, they were not alike when it came to political party orientation, which reflected on their policies and reforms. Key to public information is access, the consequence is political support.Since political support and popular vote are the driving factors for making unreal pre-election promises this thesis will try to show, that there is another way of getting the popular vote by ruling more openly. Access to poblic information or government information in the USA is an important topis since the attack on the World Trade Center on 11th of september, 2001. Since the attack the american government was slowly reducing access to public information. The secrecy was so obvious, that there were conspiracy theories developin troughout society, which did not go away until serious administration change in 2009. Eventhough president Obama promised government openness to public information, k+he seeked political support trough social media. However he as+lso did some actions towards government openness and public information. Eventhough the number of amendment exemptions was higher under Obama period and the access was still limited, the flow of information trough the public changed.
