Abstract
Zaradi finančne krize in povečanja stopnje brezposelnosti se je aktivna politika zaposlovanja (APZ) neizogibno vrnila v ospredje s svojo »aktivacijsko strategijo«. Raziskovalni izziv magistrskega dela predstavlja analizo uspešnosti APZ v obdobju 2007-2013. Metodologija dela je panelna regresija, ki je ocenjena z uporabo metode fiksnih učinkov. S pomočjo treh modelov, ki so zasnovani na podlagi predhodnih raziskav, sem prišla do zaključnih ugotovitev, da namenjeni izdatki za APZ nimajo vpliva na stopnjo delovne aktivnosti. Programa aktivne politike zaposlovanja, ki sta po obsegu namenjenih sredstev največja, sta Usposabljanje in Spodbude za zaposlovanje. Program Usposabljanje ima večji pozitiven vpliv na stopnjo zaposlenosti kot program Spodbude za zaposlovanje. APZ zaradi programa Spodbude za zaposlovanje, ki je vezan na večjo brezposelnost, ni pokazala učinka na zmanjšanje stopnje brezposelnosti. Ugotovitve raziskave kažejo, da na splošno gledano APZ ni povezana s stopnjo delovne aktivnosti in tudi ne s stopnjo brezposelnosti, kajti na njuno višino vplivajo druge neodvisne spremenljivke. Z obravnavanimi modeli je torej težko opazovati APZ, saj bi morali upoštevati razlike med leti. APZ v letu 2009 bi lahko vplivala na spremembo brezposelnosti v letu 2010, ob tem pa bi bilo smiselno podaljšati časovno vrsto. Analizirano obdobje je bilo v času finančne krize, kar lahko privede do nasprotnega učinka, kjer stanje brezposelnosti vpliva na obseg izdatkov APZ kot tudi izdatkov pasivne politike zaposlovanja. Ugotovitve pripomorejo k primerjavi uspešnosti APZ med različnimi finančnimi okvirji Evropskega socialnega sklada.

Title:ACTIVE LABOUR MARKET POLICY IN EU AND EFFECTIVENESS OF ITS PROGRAMMES
Abstract:
Due to the financial crisis and the increase in the unemployment rate, active labour market policy (ALMP) inevitably returned to the forefront with its »activation strategy«. The research challenge of the master's thesis is analyzing the effectiveness of ALMP in the period 2007-2013. The methodology of the work is panel regression, which is estimated by using the method of fixed effects. With the help of three models based on previous research, I have come to the final conclusion that the intended expenditures for an ALMP do not have any impact on the employment rate. The Training program has a greater positive impact on the employment rate than the Employment incentives. The ALMP due to the Employment incentives program, which is linked to higher unemployment, did not show any effect on the reduction of the unemployment rate in the third model. From the findings of the survey, it means that, in general, the ALMP is not related to the employment rate nor to the unemployment rate, since its influence is influenced by other independent variables. The findings of the reserach show that it is hard to observe the ALMP with the models used in this master's thesis, because we should take into account the differences between the years. The ALMP in 2009 could have an impact to the change of the unemployement in 2010. With that in mind the time series could be prolonged. The era analyzed was during the financial period and can lead to an opposite effect where the unemployement conditions have an impact on the scope of ALMP expenditures as well as on the scope of passive labour market policy expenditures. The findings help to compare the effectiveness of ALMP between the financial frameworks of the European Social Fund.
