In this thesis, we analysed conditions of the urban land market and public duties related to the issue of a building permit. For this reason, we selected five cadastral communities in which we calculated building land development fees and compared them based on the value of the building land development fee in the selected municipal detailed spatial plans. We calculated the building land development fee for a selected residential building and an industrial building. In the selected cadastral communities we analysed the market of the undeveloped land in two different stages of development, i.e. the undeveloped land without public utility infrastructure and the undeveloped land with public utility infrastructure and a building permit between the years 2010 and 2016. By means of a land development method, we estimated the value of the undeveloped land with public utility infrastructure and a building permit and compared the estimated value with the average selling price of the undeveloped land with public utility infrastructure and a building permit. At the estimated value of the undeveloped land with public utility infrastructure and a building permit, we took into consideration an agricultural land development compensation, building land development fee, administrative fees and project documentation costs. The results of the analysis represent a technical basis for the investors’ decision on the construction in the Municipality of Grosuplje.
