Sestava predstavniških teles v državah bivših jugoslovanskih republik

Magistrsko delo predstavlja sestavo predstavniških teles v državah, ki so nastale z razpadom Jugoslavije. Najprej so predstavljena splošna vprašanja glede sestave in oblikovanja predstavniških teles, predvsem vzroki za in proti uvedbi dvodomnega predstavniškega telesa in posledice takšne ureditve. Sledi pregled ureditev držav, ki so se oblikovale na območju nekdanje Jugoslavije. Obravnavane države so Hrvaška, Srbija, Bosna in Hercegovina, Črna Gora, Makedonija, Kosovo in Slovenija. Pri vsaki izmed navedenih držav je prikazan razvoj od razpada Jugoslavije do danes, s poudarkom na spremembah pri sestavi predstavniškega telesa. Sledi pregled sedanje ureditve predstavniškega telesa in volilnega sistema za vsako izmed obravnavanih držav. Magistrsko delo se zaključi s primerjavo ureditev vseh omenjenih držav. Primerjava obsega ureditve držav glede sestave predstavniškega telesa, števila članov in mandatne dobe, osredotoča pa se predvsem na položaj drugih domov v obravnavanih državah ter poskuša osvetliti razloge za njihov zaton.

• Title: Structure of parliaments in the ex-Yugoslavian countries

Abstract

The thesis presents how the ex-Yugoslavian countries approached the issue of bicameralism. The first part of the thesis focuses on the general overview of bicameralism and the composition of parliaments, primarily on the reasons pro et contra bicameral parliament, and its consequences. Next we examine the parliaments of the ex-Yugoslavian countries Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Macedonia, Kosovo and Slovenia and their evolution since the dissolution of Yugoslavia, the current regulation of their parliaments and their electoral systems. Lastly, the thesis compares how the aforementioned countries approached the issues of bicameralism, size of parliament and paliamentary terms, with the emphasis on the the upper chambers and the reasons for their decline in the ex-Yugoslavian countries.
