Abstract
V diplomskem delu sem predstavila pravno naravo in postopke eNapotnic v obveznem zdravstvenem zavarovanju. Opisala sem sistema obveznega zdravstvenega zavarovanja in vlogo Zavoda za zdravstveno zavarovanje Slovenije in zdravstvenih ustanov. Naštela in opisala sem pravice iz obveznega zdravstvenega zavarovanja ter razvoj, oblike in aktivnosti projekta eZdravje. Raziskava je temeljila na kvantitativni metodologiji raziskovanja. S pomočjo anketnih vprašalnikov sem pridobila odgovore na vprašanja, ki sem jih nato obdelala s pomočjo računalniških programov Microsoft Office Word in Microsoft Office Excel 2010. Iz raziskave je razvidno, da je sodelovalo 20, to je 67 % zdravstvenih administratorjev in 10, to je 33 % zdravstvenih delavcev. Papirnate napotnice še vedno uporablja 20 anketirancev, kar pomeni 67 %, medtem ko eNapotnice uporablja le 10 anketirancev, kar predstavlja 33 %. Da se pacienti še vedno naročajo na pregled osebno, pove 13 anketirancev, kar pomeni 43 %, po pošti naročene paciente je imelo 8 anketirancev, kar predstavlja 27 %, 6 anketirancev je prejelo naročilo po telefonu in to znaša 20 %, samo 3 anketiranci pa so prejeli naročilo preko portala eNaročanje in to predstavlja 10 %. Vsi anketiranci, 30 jih je bilo in to znaša 100 %, so soglasno odgovorili, da so imeli težave pri prehodu na uporabo portala eNapotnice in eNaročanje. Stanje na področju uporabe eNapotnic in eNaročanja še zdaleč ni urejeno. Res je, da je sistem začel delovati 1.4.2017, vendar so se že na začetku uporabe pojavile težave, ki bodo od Ministrstva za zdravje zahtevale korenite spremembe pri ureditvi in posodobitvi informacijskega sistema ter pravne popravke. Prav tako pa je Ministrstvo za zdravje zopet pozabilo na najbolj ogrožene skupine prebivalcev kot so stari ljudje, računalniško nepismene ljudi in invalide, bodisi nepokretne ali pa slepe.

Title:LEGAL CHARACTER OF PROCEDURES OF e-MEDICAL NOTES IN BASIC HEALTH INSURANCE
Abstract:
Theoretical starting points: In this diploma work I presented the legal nature and procedures of eNapotnica in compulsory health insurance. I have described the theoretical starting points of compulsory health insurance system and the role of Health insurance institute of Slovenia and health institutions. Ili sted and described the rights within compulsory health insurance and the development, forms and activities of the eZdravje project. The research was based on quantitate research methodology. With the help of questionnaires, I gathered answers to questions which I then processed with the help of computer software Microsoft Office Word and Microsoft Office Excel 2010. The study shows that 20 (67 %) health administrators and 10 (33 %) health workers took part in the study. Paper referrals are still used by 20 (66 %) respondents, while only 10 (33 %) respondents use eNapotnica. 13 (43 %) respondents said patients still order an appointment in person, 8 (27 %) respondents said they received appointments by mail, 6 (20 %) respondents received appointments by telephone, while only 3 (10 %) respondents received appointments via the eNaročanje portal. All 30 (100 %) of the respondents unanimously replied that they had difficulties adjusting to the use of eNapotnica and eNaročanje portal. The state of use of eNapotnica and eNaročanje is far from being satisfactory. While it is true the system only started operating in 1.4.2017, problems have already arisen at the beginning of use. Radical changes will be required from the Ministry of health when dealing with organization and modernization of the information system aswell as some legal corrections.Furthermore the Ministry of health has yet again failed to recognize the most endangered population groups such as old seniors, computer illiterate people and people with disabilities, either immobile or blind.
