ANALIZA IZHODNEGA PROMETA IN VLAGANJ MINISTRSTEV V INFORMACIJSKO TEHNOLOGIJO

Abstract
Organizacije so v današnjem času močno odvisne od investicij oz. vlaganja v informacijsko tehnologijo. V javnem sektorju je potrebno, da se zaradi razvoja tehnologije vlaga v informacijske rešitve, saj se s tem optimizira delovne procese, zmanjšuje birokracijo in korupcijo ter izboljšuje transparentnost poslovanja z javnim denarjem. Namen tega diplomskega dela je prikazati investicije v informacijsko tehnologijo, saj je takšnih analiz, predvsem javno dostopnih, danes premalo. V analizi sem se osredotočil na vsa slovenska ministrstva, saj so zelo pomemben vir pri naložbah proračunskega denarja v različne dejavnosti. Analizo sem časovno omejil na obdobje od leta 2008 do 2016, saj me je med drugim zanimal vpliv finančne krize na investicije v informacijsko tehnologijo. Podatke za analizo sem pridobil z integracijo treh podatkovnih virov: spletne aplikacije ERAR, Poslovnega registra Slovenije in Seznama proračunskih uporabnikov. Pri podatkih o posameznih transakcijah sem se osredotočil predvsem na velikost in dejavnost poslovnega subjekta, ki je prejel proračunska sredstva od enega ali več ministrstev. Iz transakcij vseh 14 ministrstev sem izluščil tiste, ki so bile namenjene informacijski tehnologiji po ustrezni standardni klasifikaciji dejavnosti. V transakcijah so bili najpomembnejši podatki datum transakcije, izvršilec transakcije in znesek posamezne transakcije. V diplomskem delu sem ugotovil, da se vlaganja v izbranem obdobju analize povečujejo in ne zmanjšujejo zaradi finančne krize, da sprejetje Zakona za uravnoteženje javnih financ in dvig stopnje DDV zaradi finančne krize nista negativno vplivala na vlaganja, kvečjemu pozitivno. Prav tako sem ugotovil, da nastopi mandatov vlad v izbranem obdobju niso imeli vidnega vpliva na količino vlaganj oz. porabljenih sredstev ministrstev.

Title:ANALYSIS OF MINISTRIES OUTGOING CASH FLOW AND INVESTMENTS IN INFORMATION TECHNOLOGY
Abstract:
Nowadays organisations depend heavily on investments in information technology. Public sector also needs such investments due to the development of technology, but also to optimize the work processes, reduce bureaucracy and corruption, as well as to improve the transparency of public money operations. The aim of this diploma paper is to present and analyse the public-sector investments in information technology in Slovenia. Note that there is a lack of such analyses in Slovenia, especially ones that are in the public domain. In the analysis, I included all Slovenian ministries because they are an important source of investing public budget into various activities. I focus on the period from 2008 to 2016 to invesigate the impact of the financial crisis on the IT investments. I acquired the data for the analysis by integrating three datatechnology defined by the appropriate Standard Classification of Activities. Regarding transaction information I focused primarily on the size and business activity of a business entity which received budget funds from one or more ministries. From the transactions made by all fourteen ministries I extracted the transactions used for infomation technology defined by the appropriate Standard Classification of Activities. Most important information regarding the transactions was the transaction date, transaction source and the amount of an individual transaction. The results of the analysis show that the investments during the results also show that the adoption of the Public Finance Balance Act and the increase in the VAT rate due to the financial crisis did not have a negative, but a rather positive impact on investments. I also concluded that various government mandates in the selected period did not have a significant influence on the amount of investments or on the funds spent by the ministries on information technology.
