Abstract
Magistrska naloga prikazuje problematiko zaposlovanja tujih državljanov v Republiki Sloveniji (RS) in v nekaterih drugih državah Evropske unije (EU). Osredotoča se predvsem na zaposlovanje državljanov tretjih držav. Vsaka članica EU ima svoj postopek zaposlovanja državljanov tretjih držav, pri čemer se razlike med članicami manjšajo predvsem na račun skupne evropske zakonodaje in številih direktiv. Naloga predstavi ureditev v RS in opiše postopek in pogoje, ki jih mora tuj državljan izpolnjevati, v kolikor želi pridobiti enotno dovoljenje za prebivanje in delo. Gre predvsem za prikaz in hkrati kritiko sprememb, ki jih je prinesel Zakon o zaposlovanju, samozaposlovanju in delu tujcev. Sledi krajši opis direktiv EU, ki so pomembno vplivale na ureditev področja zaposlovanja tujcev v EU kot tudi v RS. Naloga prikaže tudi zaposlovanje tujcev v Avstriji, Nemčiji in Velike Britanije, z namenom, da predstavi, kje so še možnosti za izboljšave v domači ureditvi. Išče odgovore na vprašanji, zakaj si v omenjenih državah želijo predvsem visoko kvalificirane delovne sile in na kakšne načine jih privabijo.

Title:Employment of Foreigners in Slovenia and Other Selected Countries
Abstract:
The present Master’s thesis presents the issues of employing foreign citizens in the Republic of Slovenia and certain other countries of the European Union (EU). Its focus lies primarily on the employment of third countries’ citizens. Each EU member state has its own process of employing third countries’ citizens. Nevertheless, due to the common European legislation and numerous directives the process is becoming more unified. The thesis presents relevant regulations in the Republic of Slovenia and describes the conditions foreigners must fulfil in order to obtain the single residence and work permit. Primarily, it is a description and criticism of the changes brought about by the Slovenian Employment, Self-employment and Work of Aliens Act. Furthermore, the EU directives which significantly influenced the regulation of the employment of foreigners in the EU and the Republic of Slovenia is briefly described. In order to discover possibilities for improvement in the Slovene regulation the present thesis also presents the employment of foreigners in Austria, Germany and the United Kingdom. The thesis seeks to find the answers to the questions why the mentioned countries predominately want a highly qualified workforce and what methods they use to attract these workers.
