My thesis focuses on public service contracts, namely those involving janitorial cleaning services as well as financial management dealing with low values. This degree thesis aims to analyse two public contracts, a state and a local one, in order to examine the differences between these two domains in a case study of the Municipality of Ribnica and the Slovenian Ministry of Infrastructure.
In the process of working on my thesis research paper, I have mainly employed a descriptive and a statistical method. After having collected and examined the data available on the public contracts website, I have realised the tendering documentation has been prepared professionally in both fields. The local realm has, however, put forward a greater number of requests concerning financial insurance and technical specifications. My calculations show that a company operating at the local level having weaker financial support and more substantial work equipment covers area twice the size of a chosen service provider at the state level.
In practice well-prepared tendering documentation plays an essential role when selecting the best bidder. Despite the fact that the main criterion for selection is usually the lowest price, it is up to the contracting authorities to submit a well-prepared tendering documentation and provide accurate specifications of the contract besides picking a fully-fledged contractor if they want to find a top-notch tenderer.
