This research is focusing on the reduction of social transfers with a new social legislation. A basic purpose of the former was a fairer field regulation with an objective to prevent fraud and increase savings. The social field is highly sensitive because it is related to personal way of living and includes a large part of population, and while limited, it can tarnish human dignity. Its importance is evident in constitutional provisions of Republic of Slovenia and other international legal systems in this field. Social politics plays an important part in the field management, and it responds to the changes in economic sphere, demographics, household etc.
Many negative impacts on the quality of life, especially in regard with long-term poverty, were shown over the period of five years in restricting the access to social transfers abiding by ZUPJS and ZSVarPre. It was concluded that trying to save funds on the social field may have a number of other impacts like social exclusion, lower economic efficiency, increasing need of health services, which in the long-term means a retreat from the basic objectives. Thanks to charity organisations, courts legal practices, and others agents who warned about the state of endangerment, the situation is slowly getting better and we are starting to see fairer and more accessible regulations of social transfers for the ones in need.
The research is focusing on a way of procedure management and decision making on social transfers, with an emphasis on practical cases and situations. The research can also be beneficial to CSD with decision making and guide rightful claimants in assertion and protection of their rights.
