Lobbying is an inevitable fact of democracy and important factor of decision-making process. Since December 2010, lobbying in Republic of Slovenia is legally regulated in The Integrity and prevention of corruption act (ZIntPK). The monitoring of lobbying and the responsibility for the enforcement of legal provisions was assigned to the Commission for the prevention of corruption CPC (hereinafter referred to as Commission). With the regulation, a register of lobbyists was introduced and a duty assigned to lobbyists and to lobbied people to report every lobbying contact to the Commission. The Commission does not (yet) use information technologies, and is thus not very successful in the efforts to ensure transparency of lobbying activities in the RS. Since approaches used by the Commission to ensure transparency are ineffective it is not easy to obtain sensible conclusions. The lobbying data in RS falls under the Access to Public Information Act (ZDIJZ), which means that every citizen has the right to access them through a claim made to the Commission. The long-term aim of the web application is (among other things) to provide general public, interested parties and journalists an insight into public information data about lobbying in RS according to the principle of effective transparency. In addition, the aim is to raise the transparency level of lobbying activities in the RS.
