Abstract
Namen magistrske naloge je prikazati stanje izobraževanja kadrov na področju komunalnih dejavnosti in raziskati, ali je študij komunalne smeri dovolj kompetenčno naravnan, da so diplomanti komunalne smeri lahko uspešni na trgu dela. V prvem delu so pregledno prikazani študijski programi s komunalnimi vsebinami v Republiki Sloveniji. V magistrskem delu sta izvedeni dve raziskavi. V prvi je izvedena kvantitativna raziskava ocene pridobljenih predmetno-specifičnih kompetenc zadnje vpisane generacije univerzitetnega študija gradbeništva komunalne smeri, ki je bila izvedena z dopolnjenim anketnim vprašalnikom po metodologiji Tuning. Anketni vprašalnik je sestavljen iz splošnih vprašanj v prvem delu, ocen ravni pridobljenih predmetno-specifičnih kompetenc v drugem delu in vprašanj o potrebnih znanjih in liku komunalnega inženirja. V drugi raziskavi je izvedena analiza kvalitativne raziskave v podjetjih, izvajalcih praktičnega usposabljanja študentov. Namen raziskave je bil ugotoviti, ali so se pridobljene predmetno-specifične kompetence študentov izkazale kot ustrezne pri opravljanju praktičnega usposabljanja. Oblika raziskave je bila študij primera, namensko vzorčenje, izvedena je bila v obliki polstrukturiranega nestandardiziranega intervjuja. Podatki so bili analizirani v obliki kvalitativne vsebinske analize. Postopek kvalitativne vsebinske analize je bil izveden z induktivnim pristopom, uporabljena je bila metoda odprtega kodiranja.

Title:Competences and personnel education in the field of municipal services
Abstract:
The subject of the present master's thesis deals with the question whether the municipal services education programmes are competence-oriented enough to make the graduates of the relevant programmes competitive in the labour market. The thesis focuses on the overview of the study programmes in Slovenia that include municipal services subjects, and discusses the results of two research studies. The first uses quantitative method, TUNING supplementary questionnaire, to evaluate acquired subject-specific competences of the last generation of civil engineering undergraduates who majored in municipal engineering. The questionnaire first lists general questions regarding the levels of the acquired subject-specific competences, and further on concentrates on the required knowledge, and the position and qualifications of the municipal engineer. The second research study is a case study using purposive sampling carried out in the form of semi-structured non-standardised interview, based on the research in organisations where practical training of students was conducted. The purpose was to establish whether acquired subject-specific competences of students proved adequate in practical training. The qualitative content analysis was used, carried out with the inductive approach using the open coding method.
