Natural disasters have always posed a risk and danger for the human life. They are often responsible
for human casualties and for large amount of property damage. Despite big improvements in our
civilization, natural disasters still make a big impact in our lives. With ongoing growth of the
population and higher population density, the risks are getting higher. Therefore we strive to set up systems that would protect us. Although natural disasters are mostly impossible to fully prevent, we search for measures that would restrict their consequences. At first, we need to know about the phenomena that we face. For observing and measuring we need to have good systems for detection. After getting the data that we need, it is possible to identify which measures would be reasonable and best in our situation. Because of this facts, we have implemented the European Flood directive, which provides operational guidelines flood measures for each country of the European Union. European Flood directive is based on 3 steps: preliminary flood risk assessment, developement of flood hazard maps and flood risk maps and finally flood risk management plans. Countries must undertake these steps to ensure safety for human lives and health, and also to reduce damage on environment, cultural heritage, economic activity and infrastructure.
