The paper analyses the use of e-democracy in Slovenian municipalities from the viewpoint of e-participation tools. The papers theoretical origin is the theory of e-democracy in connection with information and communication technology (ICT). ICT promotes citizens participation and inclusiveness in decision-making processes through the use of various tools of e-participation (e-contact, e-forum, e-survey, e-petition etc.). We analysed the official webpages of all 211 Slovenian municipalities and found that all of them offer e-access and various forms of e-consultations to their citizens, although not many other e-tools could be found. In addition, a comparative analysis of survey results from 2006 and 2009 shows that the number of municipalities offering various e-participation tools is slowly decreasing.
