Preprečevanje, prepričevanje, obžalovanje : ZDA, razpad SFRJ in diplomatsko (ne)priznanje neodvisnosti in samostojnosti Republike Slovenije (1990-1992)

Abstract
Članek analizira proces spreminjanja stališča vlade ZDA do vprašanja diplomatskega priznanja samostojnosti in neodvisnosti Slovenije od začetka 90. let 20. stoletja, ko so ZDA odkrito in odločno nasprotovale Sloveniji kot samostojni državi, do aprila 1992, ko so ZDA Slovenijo priznale kot samostojno državo. Na podlagi intervjujev z nekaterimi ključnimi osebami v ameriški diplomaciji med letoma 1990 in 1992, ki so se ukvarjale s tem vprašanjem, intervjujev s slovenskimi diplomati in analizo primarnih in sekundarnih virov avtor, opirajoč se na teoretska spoznanja teorije (secesionističnih) konfliktov in razpada držav, pojasnjuje, da ameriška diplomacija osamosvojitvenih teženj Slovenije ni želela razumeti zaradi rigidnosti ključnih oseb v ameriškem zunanjem ministrstvu oziroma njihovega (zastarelega) razmišljanja o mednarodnih odnosih, ki je bilo konservativno, zasnovano na realističnem pogledu, in ni odsevalo fleksibilnosti v vodenju zunanje politike in razumevanja sprememb v jugovzhodni Evropi. S teoretskega vidika članek prispeva k razumevanju ameriške zunanje politike ob koncu hladne vojne, ki je SFRJ - ne glede na geopolitične spremembe v svetu - vse do aprila 1992 obravnavala kot celovito enoto.

Abstract:
The paper analyses US foreign policy and the US government's position on the diplomatic recognition of Slovenia at the beginning of the 1990s. The author analyses the period between 1990, when the Bush Administration fervently opposed the independence of Slovenia (and supported the territorial integrity of communist Yugoslavia), and April 1992, when the US government diplomatically recognised Slovenia. The methodology is based on interviews with some key diplomats in the US government who were engaged in forming and implementing US foreign policy regarding Yugoslavia/Slovenia between 1990 and 1992, interviews with Slovenian diplomats, and an analysis of secondary and primary sources obtained in US archives. The author argues that the conservative view of international affairs and the rigidity of US diplomats, which did not reflect an understanding of the geopolitical changes in the 1990s, significantly contributed to the fact that the USA advocated a non-recognition approach even though the USA, at least declaratively, has been a supporter of democratic changes and the principle of self-determination.
