European projects aiming to consolidate all aspects of social and technological bonds between different regions, is also happening in the field of communication and transport. In this context, the reconstruction and modernization of Slovene railway network is currently underway. The key role in managing and controlling this system are communications between trains, railway stations and the control center. This shall be achieved with the new network of mobile communication, GSM-R.
The core of this network will consist of 246 GSM-R base stations, which are currently under construction. The smooth functioning of these stations is essential for the safety and efficiency, so effective development, construction and maintenance are essential to achieving required quality of such a system. The thesis is dealing with the quality of the work put in building these base stations. The reviews of the already built GSM-R base stations determine, whether the control did its job in eliminating all shortcomings that always occur on such a project.
With the measurements done on just a few GSM-R stations, I can make an assumption only on the data collected. So, this data shows us that the design is adequate. Less so is the implementation and in there was no sign of an overview by the investors. Installations are clearly appropriate where the works were carried out by people with experience working for Slovene railways. It is obvious, that for cost reducing reasons there are several electricians working on GSM-R installations, who do not have the required know how for works on such facilities.
Insufficient grounding resistance can be attributed to the specifics of the terrain, but mistakes in cable and wire connections are primarily an error of inadequate (nonexistent) control. The fact that this Slovene railways system of wireless communications actually might work, I can attribute to more or less unknown individuals working on this project. I consider these people the heroes of our time.
