The thesis presents some of the data that are to represent a basis for expert decisions on spatial planning and implementation of land policy in the municipalities of Črnomelj, Metlika and Semič. As part of the thesis, the field in question is first presented. The presentation includes valid spatial planning documents of all three municipalities, which outline the strategic development, planned public utility infrastructure of local importance, direction of settlement and the structure of the land in the area in question. In the next phase, an analysis of the realestate market in the period between 1 January 2007 and 31 December 2014 was carried out. Data on the building permits issued in the period were also analysed. Finally, an analysis was conducted of the programme of supplying services to building land and criteria for assesment
of building land development fee and calculate a provisional building land development fee in the municipalities of Črnomelj, Metlika and Semič.
