The creation of collection development policy in a primary school library includes many different elements, which are: mission and goals of the school, needs, expectations, claims of the profes-sional workers, pupils and other users, legislation regulations and instructions. The thesis shows how primary school librarians create their collection development policy by using different documents, including guidelines for primary school libraries and document of collection building pol-icy, quantity of resources available for the creation of the collection in accordance with norms and the success in achieving professional standards. The research amongst 115 primary school librarians presents system weakness and variables of acquisition in primary schools libraries. Acquisition policy in school libraries and especially financial foundations are influenced by headmasters' decisions. Collections have to be developed on an ongoing basis to ensure the users a possibility for literacy building, reading, information and economic, social and cultural development.
