The study presents the development and content of the concept of national forest programmes as formulated in the process after UN Conference on the Environment and Development in 1992. It shows the present status of the course or barriers to shaping national forest programmes in certain European countries. An analysis of the Forest Development Programme in Slovenia comprises a review of social conditions during the period of formation, the process and participation and comparisons with the concept of national forest programmes with the assistance of criteria shaped in the framework ofFAO and the Inter-governmental Panel on Forests.
