Since 2008, the Association Kings of the Street has been implementing
a supported housing program for homeless people,
which to this day remains the only one of its kind in Slovenia.
The program is based on the principle “Housing first!” and
was designed as a short-term (in principle, 18 months long),
transitional program due to financial constraints. Later on,
an additional, permanent housing program with a narrower
scope and aimed at older homeless individuals was added to
the transitional one. This paper presents an evaluation of
the program, which includes three basic aspects: an analysis
of the ways users complete the program, an analysis of the
differences in dwelling patterns before and after participation
in the program, and an analysis of the program workers’
assessments of the resulting changes in the lives of participants.
The paper concludes by describing some of the dilemmas,
which will have to be resolved in the future when such
programs are being developed in Slovenia.
