Today, the concept of security often includes a whole series of various aspects of human existence and activity in society and nature. A willful efforts to build security represent civilization and cultural category, including all aspects of modern security, such as economic, social, cultural, political, legal, ecological and defensive, i.e. all those forms of social life that we know as social values. Effective modern national security system is today not only a proof of capability of the state to protect its own basic social values from foreign and internal dangers, but also to ensure economic, political, scientific, technological and general social development, as well as social, cultural and ecological welfare of the people. The analysis of the national security system of Croatia in this context reveals not only an unfinished transitional process toward democracy, but also its unsuitable beginning. In several fields the institutions and relations that could ensure a development of Croatia were not even created.
