The author assumes that the activities of international terrorism are a globalproblem, which should be tackled not only by national security measures but also by activities of a wide anti-terrorism coalition. Recognition of the necessity to protect basic human rights and other values justifies military, intelligence and security activities against international terrorism. The fight against terrorism has a legal and legitimate basis, and every country, groups of countries or globe-communities have the right to defend themselves. But it also fosters the seeds of danger and hinders the rule of law from functioning. One kind of danger is by all means represented by the decision ofthe U.S.A. to set up military courts, which would treat civilians and foreign citizens exclusively. So it is of vital importance to elaborate a concept of systematic protection as soon as possible.
