Abstract
Slovenija si prizadeva postati članica Nata, o čemer pričajo uradni dokumenti zakonodajne in izvršne oblasti in izjave njenih najvišjih predstavnikov. Zamisel podpira tudi velika večina parlamentarnih političnih strank, medtem ko je pomemben del civilne družbe do nje zadržan. Javnomnenjska podpora članstvu Slovenije v Natu, ki je bila se pred leti dokaj močna in trdna, je v zadnjih mesecih nestalna in neprepričljiva. Soglasja med politično-uradniško elito in javnostjo torej ni. To kaže na motnje pri oblikovanju varnostne politike in postavlja pod vprašaj uspeh referendumskega odločanja o članstvu Slovenije v Natu. Prispevek temelji na predpostavki, da je očitno nasprotje med odnosom pretežnega dela politično-uradniške elite in odnosom javnosti do morebitnega članstva Slovenije v Natu posledica napak, ki so jih zakonodajna in izvršna oblast, pa tudi vojaško-strokovni organi naredili v preteklem desetletju.

Abstract:
Slovenia would like to become a member of NATO. There are several official documents adopted by the legislative and executive powers, and many statementsof their representatives to prove that. The idea is supported by a great majority of parliamentary political parties, as well, while an importantpart of civil society is not so enthusiastic about the NATO membership. Popular support to the membership of Slovenia in NATO, being rather strong and stabile few years ago, has become shaky and unconvincing in recent months. There is no consensus between the political-bureaucratic elite and public, which is a sign of disturbances in a security policy-making process, and questions at the same time a success of referendum on the Slovenian membership in NATO. The article is based upon the assumption that the evident discrepancy between the attitude of predominant part of the political-bureaucratic elite and the public, as far as the potential membership of Slovenia in NATO is concerned, is the consequence of mistakes made by legislative and executive powers, and also military authorities in thepast decade.
