The openness and the transparency of the work of governmental departments, linked to the possibility of accessing data and information of a public nature, are important elements of a modern democratic state governed by the rule of law. Public relations in the public sector and at the same time in thestate sector started to take shape in Slovenia at the beginning of the nineties. Despite statutory provisions, difficulties are frequently encountered in practice when ensuring the openness of the work of the government, ministries and other governmental institutions. These difficulties are frequently a consequence of inappropriate attitude taken by the ministries towards the work and the organisation of services and public relations advisers, as well as a consequence of there being a lack of precision in specifying relations, competencies and responsibility in the system of governmental public relations. A more precise definition of the model of governmental public relations is indispensable for further development and important also with regard to Slovenia's integration in European integrations as it ensures comparability and conformity of our organisation in the area of governmental public relations with those of Europe.
