Abstract
Članek uvodoma analizira socialno psihološke razloge za povečano participacijo javnosti na področju prostorskega planiranja. Razlago išče v teoriji družbene konstrukcije znanja (Alfred Schutz), teoriji socialnih reprezentacij (Serge Moscovici) in kroženju zalog znanja (strokovnega znanja v vsakdanje znanje in obratno) kot pomembnem dejavniku družbene distribucije znanja. Opozarja na pomembno vlogo današnjih strokovnjakov, ki ne sodelujejo več le v zaprtih strokovnih odločevalskih procesih, ampak vzpostavljajo prostor za aktivno vključevanje javnosti v te procese. Zato morajo javnosti (do določene mere) razumeti njihovo delo, da se lahko do njega oziroma do posledic, ki jih bo imelo za njihovo življenje, opredelijo in strokovnjakom posredujejo povratne informacije. Kot orodje za pridobivanje teh informacij so v članku predstavljene prednosti in slabosti ter formalne in neformalne oblike programov participacije javnosti, ki jih (predvsem neformalne oblike) avtorici opredeljujeta kot pomembni del strategije odnosov z javnostmi. V članku problematizirata s trditvami nekaterih teoretikov in praktikov, da lahko programi participacije javnosti učinkovito nadomestijo strategije odnosov z javnostmi oziroma delujejo ločeno od njih. Teoretične trditve utemeljujeta na aktualnem primeru priprave novega prostorskega plana Mestne občine Ljubljana, s pomočjo katerega dokazujeta, da je strategija odnosov z javnostmi širši okvir za programe participacije javnosti in hkrati conditio sine qua non njihove učinkovitosti.

Abstract:
Article discusses the socio-psychological grounds for the increased public participation in urban planning, found in the theory of the social construction of knowledge (Alfred Schutz), the theory of social representations (Serge Moscovici) and the circulation of the stocks of knowledge (expert knowledge to everyday knowledge and vice versa) as an important factor for the social distribution of knowledge. It also points out the important role of the today experts who do not merely operate in the closed expert decision-making processes but also establish the place for active public participation in these processes. The publics therefore have to understand their work (to a certain extent) in order to provide feedback to the experts. As a tool to obtain this feedback, the article offers the dis/advantages and in/formal programmes of public participation. The authors define these programmes (especially the informal programmes) as important segments of the public relations strategy. In the article they argue with thestatements of several public participation theoreticians and practitioners that public participation programmes can effectively replace public relations strategies or be implemented separately from them. The theoretical implications are proved by a case study of the new urban plan of the City Municipality of Ljubljana. The authors prove that the public relations strategy is a broader frame for the public participation programmes and also the conditio sine qua non for the efficiency of these programmes.
