Konec dolgega stavkovnega vala v Sloveniji?

Abstract
V Sloveniji je pogostnost stavk v drugi polovici 80. naglo naraščala, v 90. je bila do leta 1997 visoka, potem pa je naglo upadla. To naglo upadanje dolgega stavkovnega vala ob koncu 90. sovpada z vse intenzivnejšimi interesnimi fragmentacijami med zaposlenimi v slovenskem gospodarstvu. V drugi polovici 90. je v skupnem (vse manjšem) številu stavk, delež stavk v negospodarstvu naraščal. Ker se je ta sprememba dogajala ob vse večji interesni fragmentaciji zaposlenih v gospodarstvu, so bile stavke v negospodarstvu vse šibkeje kontekstualizirane z ustrezno artikuliranimi zahtevami zaposlenih v gospodarstvu. V takšnih okoliščinah so stavke v negospodarstvu implicirale poglabljanje interesnih cepitev med različnimi kategorijami zaposlenih v družbi. Njihovi dezintegracijski učinki so (bili) nadpovprečni, ker je (bilo) interesno organiziranje zaposlenih v gospodarstvu (primerjalno) šibko. Zaradi teh procesov je socialni dialog otežkočen, s tem pa tudi implementacija socialnega tržnega gospodarstva v Sloveniji.

Abstract:
Strike frequency had been growing fast in the second half of the 1980s in Slovenia. During the 1990s the number of strikes was increasing up to 1997, and then started to decline sharply. The decline of the long strike wave at the end of the 1990s has been overlapped with escalating interest fragmentations between employees in manufacturing industry. Along with the general decline in strikes, a portion of strikes in public service sector increased during the second half of the 1990s. This change has happened within the escalating interest fragmentation in the manufacturing industry. Being non-contextualised by articulated employees' interests from manufacturing industry, the strikes in public service sector have induced deepening of the interest cleavages between different categories of employees.These processes caused the problems to the social dialog and simultaneously to the implementation of a social market economy in Slovenia.
