Spremljanje delovanja organizacij v javni upravi

Abstract
Zahteve, s katerimi se soočajo organizacije na področju javne uprave, usmerjajo njihovo delovanje v splošnem v dveh smereh: v iskanje učinkovitejšihpristopov k vodenju, upravljanju in delovanju ter k razvoju sistemov spremljanja delovanja in ugotavljanja delovne učinkovitosti. V okviru prispevka se osredotočamo na sisteme spremljanja delovanja in ugotavljanja delovne izvedbe (uspešnosti in učinkovitosti) v javni upravi. Organizacije javne uprave k spremljanju delovanja pristopajo različno ter razvijajo in uporabljajo različna orodja za ugotavljanje delovne izvedbe. Celotno dogajanje, ki je v neprestanem gibanju, zahteva stalno vrednotenje delovanja organizacije. Organizacije se morajo vedno bolj prilagajati okolju in zagotavljati ustrezno stopnjo fleksibilnosti, kar postavlja organizacije v javni upravi pred dejstvo, da mora postati spremljanje delovanja ter ugotavljanje delovne uspešnosti in učinkovitosti standardizirano in vsakodnevno orodje vsake organizacije.

Abstract:
Organisations in the field of public administration are facing demands which direct their functioning in two general ways: searching for more efficient approaches for management and developing systems of tracing functioning and analysing work efficiency. The article deals with the latter. Organisations in public administration have different approaches in this respect and use different tools for establishing work efficiency. The whole functioning is inconstant changing and thus demands the constant evaluation. Organisation areforced to adapt to the environment and ensure appropriate level of flexibility. Consequently, they face the fact that tracing functioning and evaluation of work efficiency have to become a standard and regular tool of every organisation.
