In this graduation thesis are analysed sources of financing communal infrastructure in municipality of Velenje. Condition of communal infrastructure and contractors of implementation of municipal utility services (compulsory and selective) are detailed. Urgent issues of »progress problem« are represented. From qualitative side there is presented fundamental of law and investing in communal infrastructure in conformity with the law. In thesis is also introduced structure of investing by every activity. From quantitative side, I analyzed characteristic of investments from year 2010 until year 2014, on structure of obtained assets, so as structure of investment by activities. I presented findings about characteristic of investing into communal infrastructure and problem of future development in municipality. Municipality Velenje is urban area, with several rural hamlets.
