Abstract
Diplomsko delo analizira cene zemljišč na različnih razvojnih stopnjah v statistični regiji Jugovzhodna Slovenija. Statistična analiza je izvedena tako za oglaševana kot prodana zemljišča na različnih razvojnih stopnjah, in sicer za območje celotne statistične regije Jugovzhodna Slovenija, za območje na nivoju vseh lokalnih skupnosti v regiji in na koncu še za izbrane lokalne skupnosti. Rezultati analiz so podani tabelarično in predstavljeni grafično. Zaradi pomanjkanja podatkov o cenah zemljišč na nekaterih razvojih stopnjah je izvedena tudi ocena tržne vrednosti zemljišč na podlagi metode razvoja, in sicer za nezazidana stavbna zemljišča, nezazidana stavbna zemljišča s plačanim komunalnim prispevkom ter nezazidana stavbna zemljišča s pridobljenim gradbenim dovoljenjem. Ugotovljeno je, da so povprečne oglaševane cene zemljišč v statistični regiji Jugovzhodna Slovenija na vseh razvojih stopnjah višje od prodajnih cen zemljišč. Ustrezne primerjave cen na enoto površine na različnih razvojnih ni bilo mogoče izvesti, ker število podatkov na posamezni razvojni stopnji ni bilo primerljivo, prav tako niso bili primerljivi vzorci zemljišč po lokaciji in fizičnih značilnostih na posamezni razvojni stopnji. Zato je v obravnavanem primeru ocena tržne vrednosti zemljišča na posamezni razvojni stopnji na podlagi metode razvoja še najboljši pokazatelj vrednosti, po kateri bi se v povprečju zemljišče tudi prodalo.

Title:Analysis of land prices at different development stages in the Jugovzhodna Slovenija statistical region
Abstract:
The thesis analyses the price of land at various stages of land development in the Jugovzhodna Slovenija statistical region. Statistical analysis was carried out within the entire Jugovzhodna Slovenija statistical region concerning both advertised and selling prices of building and agricultural land. The results are presented in the form of tables and charts. Detailed analyses were also carried out at the level of local communities in the region. It was discovered that the land at various land development stages has higher advertising prices than selling prices. Due to lack of data on building land prices, the market value of building land was assessed based on development methods. The cost of public attitude fee and the cost of obtained building permit were taken into account. Advertised prices for land are higher than selling prices at all stages of development in the Jugovzhodna Slovenija statistical region, the ascertainment states. An adequate comparison between prices per area unit at various stages of development could not have been carried out because the number of data at individual stages of development had not been comparable. Additionally, land samples were not comparable in location or physical characteristics at individual stages of development. Therefore, in the present case, the assessment based on development methods best represents the average value by which the land at individual stage of development could be offered for sale.
