Abstract
Pojavi in pristopi k proučevanju regionalne ravni sodelovanja v mednarodni skupnosti so se v obliki regionalnih integracij (starega regionalizma) razmahnili po drugi svetovni vojni, od sredine 80. let 20. stoletja pa opazujemo pojave t. i. "novega" regionalizma. Za ta trend so značilne predvsem tri novosti, in sicer: pojav drugih (nedržavnih) akterjev, pojav drugih, ne le z varnostjo povezanih področij sodelovanja ter "globalna razširitev regionalnega sodelovanja" na praktično vsa območja sveta. Glavna teza, ki jo avtorici tega članka podkrepita, je, da na vse tri novosti v okviru pojava novega regionalizma intenzivno vpliva Evropska skupnost/unija (ES/EU), in sicer ne samo v vlogi zgleda, ampak zlasti s svojim zunanjepolitičnim delovanjem. S tem ko ES/EU spodbuja medregionalne odnose, vpliva na razvoj regionalnega sodelovanja na drugih območjih. Članek v analitične namene uporabi ravni regionalnosti, kot sta jih razvila po Hettne in Söderbaum (1998, 2000) in Hettne (2003) v okviru "pristopa novega regionalizma". Z aplikacijo slednjih avtorici pokažeta, da ES/EU, ki je v desetletjih obstoja razvila svoje akterske sposobnosti, ravno z vstopanjem v medregionalne odnose z drugimi območji, ki se regionalno razvijajo, vpliva na njihov pospešeni razvoj v smeri akterskih sposobnosti, četudi sama območja še niso dosegla te stopnje razvoja regije.

Abstract:
The old regionalism in the sense of regional integration as a phenomenon in the international community and a field of study of International Relations was regarded as being in full swing after the Second World War. Since the mid 80s we can yet observe the so called "new regionalism", which features three novelties: active participation from the side of other (non-governmental) actors, co-operation beyond only security-related issues and "global spread of regional co-operation" practically to all areas of the world. The main argument, supported by the authors of the article is the claim that all three novelties are strongly influenced by the European Community/Union (EC/EU) not only by the latter's influence as a model but especially by the EC/EU's foreign policy activities. By stimulating inter-regional relations, the EC/EU influences on development of regional co-operation in other areas. For analytical purposes, the article builds on levels of regionality as developed by Hettne and Söderbaum (1998, 2000) and Hettne (2003) within the "New Regionalism Approach". By applying the levels of regionality the authors show that the EC/EU influences an accelerated development in the direction of actorcapacity in areas which have not necessarily yet developed this level of regionality, precisely by entering into inter-regional relations on the basis of its own through-decades-developed actorness.
