Abstract
Z vidika varnosti pomeni konec 20.stoletja tudi konec enega od najbolj vojskujočih se obdobij v dosedanji zgodovini, merjeno s številom držav, vpletenih v vojne, številom žrtev med bojevniki, številom civilnih žrtev, s povzročeno gmotno škodo, s številom razseljenih oseb in beguncev. Konec 20. stoletja označujejo: konec hladne vojne, zmanjševanje vojaštva in vojaškoindustrijskih potencialov, pričakovanje mirovne dividende, spremembe v javni zaznavi groženj. Zaznava vojaških groženj se je podredila nevojaškim grožnjam, kot so ekološke, družbene, politične, informacijske. Značilna sta dva nasprotujoča si globalna procesa: najprej spremenjena zaznava vojaških in obrambnih nalog, naraščajoči unilateralizem varnostnih institucij zahodne civilizacije (NATO/Zahod proti ostalim), kjer na osnovi redefinicije groženj (nevojaške grožnje namesto vojaških) vse bolj stopajo v ospredje ne-vojaški mehanizmi zagotavljanja varnosti, in drugič, narašča število manjših in srednjih oboroženih spopadov, ki se odvijajo znotraj držav, in ne več med državami, kot je bila navada v eri Clausewitzeve vojne.

Abstract:
The 21st Century brought a dilemma between the two big assumptions of the world's challenges: the assumption, that history of the mankind observes as the clash of civilizations (Huntington, 1993, 1996), and the assumption that believes into the individual and collective abilities of the mankind to develop and growth (Buzan, Segal, 1997). From the security perspective, the end of the war-fighting century (20th century) brought the era of optimistic expectations, caused by the end of the Cold War, by peace dividend, downsizingof the military, and changing public perception of the threats. The military threats were widely exchanged for non-military ones, as ecological, social, political threats. The introducing period to the 21st century, the 1990s, was characterized by two opposing global trends. On one side, there were post-cold-war trends in changed threat perception, changed perception of the military and defence system missions, and growing unilateralism of the western civilization's security arrangement (as NATO against the others, USA versus the rest). At the other, there was an increasing number of minor and middle armed conflicts, that took place within the states, and no more betweenthe states, as in past. The new security challenges in conflict areas forced to changes the military organizations. The global security trends are affecting all countries, including Slovenia.
