Abstract
Magistrsko delo se osredotoča na javno-zasebna partnerstva v Sloveniji in Evropski uniji, kar vključuje širok spekter dejavnosti in struktur. Ta pristop je v številnih državah po svetu postal uveljavljen način za spodbujanje sodelovanja med javnim in zasebnim sektorjem. V uvodnem delu dela so predstavljene teoretične osnove, pravni in regulativni okvir ter različni modeli javno-zasebnega partnerstva, kar je ključno za razumevanje primerov, obravnavanih v nadaljnjih poglavjih. V nadaljevanju smo primerjali različne projekte javno-zasebnega partnerstva v Sloveniji in EU ter raziskali njihovo uspešnost ter preučili dobre in slabe prakse. V magistrskem delu je pokazano, da so javno-zasebna partnerstva učinkovita sredstva za izboljšanje infrastrukture in javnih storitev ter za dosego javnega interesa, kar velja tako za Slovenijo kot za EU. Čeprav se lahko med izvedbo projektov pojavijo določeni izzivi, se mnogi projekti uspešno zaključijo in prinašajo pozitivne učinke za družbo. Ključni dejavniki za uspeh vključujejo preglednost, temeljito načrtovanje, pravočasno spremljanje napredka in dosledno izvedbo projektov, prav tako pa je pomembna tudi finančna učinkovitost. Ena glavnih prednosti javno-zasebnih partnerstev je, da omogočajo izvedbo projektov z nižjimi stroški, hkrati pa zagotavljajo višjo kakovost storitev z inovativnimi pristopi, kar prinaša stroškovno učinkovitost, sajjavni sektor pri tem tvega manj. Poleg tega javno-zasebna partnerstva ponujajo večjo predvidljivost rezultatov, saj je verjetnost pravočasne dokončanja projektov višja. Javne ustanove se že dalj časa spoprijemajo z omejenimi financami. Tradicionalni načini financiranja so večinoma odvisni od proračunskih sredstev, zato se javno-zasebna partnerstva izkažejo za ustrezno alternativo.

Title:Public-private partnership in Slovenia: analysis of the state and comparison with selected countries
Abstract:
Master’s thesis focuses on public-private partnerships in Slovenia and the European Union, covering a broad spectrum of activities and structures. This approach has become an established way in many countries worldwide to encourage cooperation between the public and private sectors. In the introductory part of the thesis, theoretical foundations, legal, and regulatory frameworks as well as various models of public-private partnerships are presented, which is crucial for understanding the cases discussed later. Further on, we examined different public-private partnership projects in Slovenia and the EU, analyzed their success, and reviewed good and bad practices. The master’s thesis demonstrates that public-private partnerships are an effective way to improve infrastructure and public services and achieve public interest goals, applicable both in Slovenia and the EU. Although project implementation can pose certain challenges, many projects are successfully completed and bring positive results. Key success factors include transparency, risk management, and strict project monitoring and execution, which also ensures financial efficiency. One of the main advantages of public-private partnerships is that they enable project execution at lower costs while ensuring higher quality services through innovative approaches, resulting in cost efficiency. In this arrangement, the public sector bears less risk. Furthermore, public-private partnerships offer greater predictability of outcomes, as the likelihood of projects being completed on time is higher. Public institutions have long faced financial constraints. Traditional financing methods depend mainly on budget funds, which is why public-private partnerships prove to be a suitable alternative.
