Abstract
Varnost v železniškem prometu je izjemnega pomena in že od začetka razvoja na visoki ravni. Gre za obliko transporta, kjer je mogoče zagotavljati visoko raven varnosti kljub siceršnjim velikim tveganjem za resno nesrečo s hudimi posledicami za uporabnike, tovor in okolje. Klub visoki ravni avtomatizacije pa ima človeški faktor na delovanje sistema železniškega prometa še vedno zelo velik vpliv. Vsi, ki smo del sistema upravljanja in vodenja vlakov si želimo zagotoviti varno in zanesljivo pot tovoru in potnikom od točke A do točke B. Karikirano in gledano iz drugega zornega kota si nenehno prizadevamo izogniti se nesreči. Pri tem si pomagamo številnimi tehničnimi sredstvi in protokoli delovanja, ki pa včasih zatajijo in predvsem takrat in tudi drugače je pomembno, da se zavedamo tveganj katerim smo izpostavljeni. V magistrski nalogi so z vso skrbnostjo prepoznana in analizirana tveganja, ki se pri vodenju in opravljanju železniškega prometa pojavljajo dnevno in jih je treba pravočasno prepoznati in obvladovati, da preprečimo nastanek izrednega dogodka. Sama preventiva ni dovolj zato je potrebna tudi skrbna raziskava in obravnava vsakega izrednega dogodka, da se odkrije razloge za nastanek izrednega dogodka, uvede preprečevalne ukrepe in zmanjša tveganje za ponovitev na najmanjšo možno raven. Prav z namenom preprečevanja izrednih dogodkov in zagotavljanje urejenega in tekočega železniškega prometa so v nalogi analizirani številni izredni dogodki in razlogi za njihov nastanek. V magistrski nalogi je bilo ugotovljeno da poleg tveganja za nesrečo na nivojskih prehodih, še vedno največje tveganje predstavlja človeški faktor pri vodenju in upravljanju železniškega prometa. Velik izziv je še vedno tudi varovanje delovnih skupin pri odvijanju prometa.

Title:RISK ANALYSIS IN RAILWAY TRANSPORT
Abstract:
Safety in railway transport is of utmost importance and has been at a high level since the beginning of development. It is a form of transport where a high level of safety can be ensured despite the otherwise high risk of a serious accident with serious consequences for users, cargo and the environment. Despite the high level of automation, the human factor still has a very large influence on the operation of the railway transport system. In the Master's thesis, the risks that occur daily in the management and operation of railway traffic are identified and analysed with great care and must be recognized and managed in a timely manner in order to prevent the occurrence of an extraordinary event. Prevention alone is not enough, so a careful investigation and treatment of each traffic emergencies is also necessary in order to discover the reasons for the occurrence of the traffic emergencies, introduce preventive measures and reduce the risk of recurrence to the lowest possible level. It is precisely with the aim of preventing extraordinary events and ensuring orderly and smooth railway traffic that many extraordinary events and the reasons for their occurrence are presented in the task. In the master's thesis, it was found that, in addition to the risk of accidents at level crossings, the human factor in the railway traffic is still the biggest risk.
