Measuring and analyzing the efficiency and effectiveness of operations is crucial for organizations in both the public and private sectors and presents a challenge when selecting comparable indicators. Continuous monitoring of this allows for quick adaptation to changes and maintaining market competitiveness.This thesis focuses on the efficiency and effectiveness of the Grosuplje Administrative Unit. The purpose of this work is to determine whether the Grosuplje Administrative Unit operated (in)efficiently and (in)effectively during the period from 2019 to 2023 and to identify the causes behind this. The analysis involves a systematic review and assessment of how well the selected administrative unit fulfills its tasks, goals, and expectations in accordance with regulations and standards.The theoretical part utilizes the descriptive method to define the basic concepts and the compilation method to summarize the findings of existing literature and sources. In the research section, the method of analyzing annual reports is used to study the efficiency and effectiveness of the selected administrative unit. Additionally, a comparative analysis was conducted to identify any discrepancies between the examined years.The results of the analysis show that the Grosuplje Administrative Unit operated efficiently and effectively in the years 2020, 2022, and 2023, as the planned goals related to cost efficiency and timeliness in handling administrative matters were achieved. The realized values were close to the planned ones, indicating optimized resource utilization and efficient operations. However, deviations occurred in 2019 and 2021 due to exceeding planned costs, which reduced cost efficiency. Despite this, operational effectiveness remained high, as the targets for timeliness in resolving cases were met or even exceeded in all the years examined. The analysis provides insights into the functioning of the administrative system, identifies potential areas for improvement, and optimizes processes.
