The thesis deals with the institution of the referendum and its use as a tool of interest groups in realizing their interests. Interest groups have several different strategies and techniques at their disposal to achieve their goals and to influence public policies. One of them is the use of referendums. The interested public or stakeholders in a public political process have limited opportunities to influence the acceptance or non-acceptance of a legal proposal that they consider controversial or inadequate. Due to the legislative process itself, the referendum itself is often the last chance to influence the adoption or non-acceptance of a law, since a referendum initiative can be submitted if more than 40,000 signatures are collected, i.e. a referendum initiative for a legislative referendum can be submitted by any interest group that collects enough number of signatures. In my thesis, as a case study, I will research the referendum on water, which was held on July 11, 2021 and in the organization of which various interest groups participated.
