An extraordinary event such as the COVID-19 pandemic has prompted countries to think faster and more decisively towards the level of digitisation of services. The digitisation measurement indices include various indicators that measure the level to which countries are exploiting digital technology. This is key to the advanced implementation of eGovernment, which improves the efficiency of the bodies responsible for running administrative processes. The aim of the thesis is to analyse the impact of the legislation adopted during the emergency on administrative procedures and to determine the efficiency of administrative units during this period, using a combination of research methods. The aim is also to determine whether there is a correlation between the level of digitalisation and the efficiency of administrative units in Slovenia during the emergency, and to carry out an international comparison of the level of digitalisation in order to identify the progress and challenges of individual countries.
It was found that the level of digitisation increased the most in Slovenia during the COVID-19 pandemic, but still lags far behind Estonia, which is considered one of the leaders in digitisation. Spain has also made progress, but not to the same extent as Slovenia and Estonia. Analysis of the efficiency of administrative units in Slovenia shows that efficiency has improved over the period 2019-2022, which is directly linked to the increasing level of digitisation in Slovenia.
Slovenia has taken important steps towards digitisation (of administrative procedures), which it needs to continue despite the challenges ahead, such as the legal perspective. It is important to follow closely the research carried out by international organisations and to look at examples of good practice.
