Abstract
Diplomsko delo obravnava privatizacijo javnih storitev, pri čemer analizira njene učinke na kakovost in učinkovitost storitev v Sloveniji, Združenem kraljestvu, Nemčiji in na Poljskem. Osrednji problem dela se nanaša na to, kako privatizacija vpliva na javne storitve in ali dejansko prispeva k izboljšanju njihove učinkovitosti. Namen raziskave je preučiti razloge za privatizacijo, oceniti njene pozitivne in negativne učinke ter zagotoviti pregled sistemov privatizacije v izbranih državah. V raziskavi so bile uporabljene kvalitativne metode, vključno s pregledom literature in primerjalno analizo primerov privatizacije v navedenih državah. Podatki so bili pridobljeni iz različnih virov, kot so strokovne raziskave, akademski članki, poročila in študije primerov. Rezultati raziskave kažejo, da privatizacija lahko prinese izboljšanje učinkovitosti storitev in zmanjšanje stroškov, vendar hkrati prinaša tudi tveganja, kot so zmanjšana transparentnost in odgovornost, v določenih primerih pa tudi družbene neenakosti. Ugotovitve diplomskega dela so pomembne za oblikovalce politik in za raziskovalce saj ponujajo vpogled v različne pristope in učinke privatizacije, kar lahko pripomore k lažjemu razumevanju kompleksnosti privatizacije in odvisnosti uspeha le-te od zgodovinskih, družbenih in političnih učinkov. Rezultati so uporabni tako za javni sektor kot za širše družbeno okolje, saj poudarjajo potrebo po skrbnem načrtovanju in spremljanju privatizacijskih procesov.

Title:Comparison of the privatisation system in Slovenia and selected countries
Abstract:
This diploma thesis examines the privatisation of public services, analysing its effects on the quality and efficiency of services in Slovenia, the United Kingdom, Germany, and Poland. The main problem of the thesis is how privatisation affects public services and whether it actually contributes to improving their efficiency. The research aims to examine the reasons for privatisation, evaluate its positive and negative effects and provide an overview of privatisation systems in the selected countries. Qualitative methods were used in the research, including a literature review and a comparative analysis of privatisation cases in the countries mentioned above. Data was obtained from various sources such as expert research, academic articles, reports, and case studies. The results of the research show that privatisation can bring improvements in service efficiency and cost reductions, but it also brings risks such as reduced transparency and accountability and, in some cases, social inequalities. The thesis findings are important for policy makers and researchers as they offer insights into the different approaches and effects of privatisation, which can help to understand the complexity of privatisation and how its success depends on its historical, social, and political effects. The results are useful for both the public sector and the wider societal environment, as they underline the need for careful planning and monitoring of privatisation processes.
