Holy Roman Emperor Frederick III erected three dioceses – in Ljubljana, Vienna, and Wiener Neustadt. This was a great exception at a time when the establishment of dioceses was generally the prerogative of the Holy See. Frederick's diocesan foundations are interesting because a comparative analysis between them gives us an insight into the alliance between the pope and the Emperor and the Habsburg policy of state religion. All three dioceses, however, had many difficulties after their founding, due to territorial, jurisdictional, and exemption disputes, and the road to their final consolidation was long and complicated.
