Abstract
V magistrski nalogi naslavljam vprašanje poklicne identitete zaposlitvenih svetovalcev na Zavodu Republike Slovenije za zaposlovanje s socialnodelavske perspektive. S to raziskavo želim osvetliti, kdo zaposlitveni svetovalci pravzaprav so, katere naloge njihovo delo obsega, kako sodelujejo z drugimi strokovnimi službami in kako bi se to sodelovanje v prihodnosti lahko še dodatno izboljšalo. Predvsem pa želim umestiti storitve vseživljenjske karierne orientacije na širši spekter socialno-varstvenih storitev v Sloveniji. Zaposlitveno svetovanje namreč pogosto predstavlja prvi in pogosto tudi edini kontinuirani vir pomoči, še posebej zato, ker je pravica do denarne socialne pomoči neposredno povezana s prijavo v evidenci brezposelnih oseb. V kvalitativno, eksplorativno raziskavo, ki naslavlja vsaj v Sloveniji še relativno neraziskano področje, je bilo vključenih 16 oseb. Populacijo raziskovancev sestavljajo vsi, ki so bili Julija 2022 zaposleni na Območni službi Ljubljana na delovnem mestu Samostojni svetovalec I-IV za področje vseživljenjske karierne orientacije in področje posredovanja zaposlitve. Skupina prvih osmih udeležencev je del neslučajnostnega, priročnega vzorca, ki je za namene te raziskave zadovoljiv, saj velja, da vsi zaposlitveni svetovalci v svojem poklicu sledijo isti zakonodaji, isti doktrini dela in da so zavezani k spoštovanju istih kodeksov etike. Drugo skupino osmih sodelujočih pa predstavljajo vodje in drugi strokovnjaki - tako tisti iz Zavoda kot tudi tisti zaposleni na drugih institucijah. Druga skupina v raziskavi sodelujočih predstavlja vir pomembnih informacij za umestitev storitev vseživljenjske karierne orientacije na širši spekter socialnovarstvenih storitev. Zbrane podatke sem pridobila v pisnih izjavah in v poglobljenih, pol-strukturiranih intervjujih, pri čemur sem sledila vodilom kvalitativnega raziskovanja. Tako pridobljene podatke sem analizirala s pomočjo orodja tematskih mrež, pridobljene rezultate pa podkrepila s podatki pridobljenimi z analizo pisnih virov - znanstvenih člankov, relevantne zakonodaje, osebnih izjav udeležencev in lastnega dnevnika dela - kot raziskovalka namreč istočasno pripadam tudi populaciji raziskovancev. Ugotovitve so bile dodatno podprte s komentarji, ki sem jih pridobila v procesu validacije, s triangulacijo virov in metod zbiranja podatkov pa sem raziskavi povečala nivo veljavnosti. V raziskavi sem se osredotočila na raziskovanje poklicne identitete zaposlitvenih svetovalcev preko raziskovanja šestih temeljnih področij: pogoji za zaposlitev, osebnostne lastnosti, znanje in spretnosti, vloga zaposlitvenih svetovalcev v procesu vseživljenjske karierne orientacije ter multidicisplinarno in medinstitucionalno sodelovanje. Vseh šest področji opredeljuje identiteto svetovalca na ZRSZ, ki pa je v samem temelju dinamična, saj se prilagaja tako spreminjajočim se potrebam strank kot tudi družbenemu kontekstu. Magistrsko nalogo zaključujem s poglavjem v katerem predstavljam predloge – predloge za izboljšanje storitev vseživljenjske karierne orientacije, pa tudi predloge za nadaljevanje raziskovanja na tem področju.

Title:The Question of Professional Identity of Career Counsellors at Employment Service of Slovenia
Abstract:
In my master's thesis, I address the professional identity of career counsellors at the Employment Service of Slovenia from a social work perspective. Through this research, I aim to highlight who career counsellors are, what their work entails, how they collaborate with other professionals, and how this collaboration might be improved in the future. Above all, I seek to place lifelong career orientation services within the broader spectrum of welfare services in Slovenia. Career counselling often represents the first, and sometimes only, constant support for individuals in vulnerable situations, particularly due to the direct connection between being registered as unemployed and the right to receive social aid. This qualitative, exploratory study investigates a relatively unexplored area in Slovenia, involving sixteen participants. The research population consists of individuals employed at the Ljubljana Regional Unit of the Employment Service of Slovenia in July 2022 as Independent Counsellors I-IV for Lifelong Career Orientation and Placement Services. The first group of eight participants was selected from the targeted population using a non-probabilistic, convenience sampling method. This method is suitable for the study's purpose, as all ESS counsellors work uniformly, following the same legislation, doctrine, and code of ethics. The second group of eight participants comprises managers and other experts from both within and outside the organization. This group provided valuable information regarding the contextualization of Lifelong Career Orientation and the role of career counsellors. Data were gathered through written statements and semi-structured, in-depth interviews and analyzed using qualitative analysis principles. Thematic networks were utilized as an analytical tool to facilitate the thematic analysis. The findings from interviews and written statements were supplemented with data from the analysis of professional articles, relevant legislation, personal statements, and my work diary, as I am both a researcher and a member of the targeted population. Additional comments from the validation process further enriched the dataset. Triangulation of sources and methods enhanced the research's validity. The professional identity of career counsellors was explored across six dimensions: conditions of employment, personality traits, knowledge and skills, job responsibilities, the role of the employment counsellor in lifelong career orientation, and interinstitutional and multidisciplinary cooperation. These dimensions collectively define the professional identity of career counsellors, characterized by its dynamic nature, adapting to evolving client needs and changing social contexts. The thesis concludes with proposals for enhancing lifelong career guidance services and recommendations for future research in the field.
