Abstract
Postopek izdaje gradbenega in uporabnega dovoljenja je eden izmed zahtevnejših in dolgotrajnejših upravnih postopkov. Zakonodaja na področju gradnje je zapletena in v nekaterih delih nejasna, kar povzroča preglavice vsem deležnikom v postopku. Poleg zapletene in nejasne zakonodaje so vzroki za zapletenost in dolgotrajnost postopka še stranski udeleženci, nepopolne vloge, projektanti itd. Namen diplomskega dela je predstaviti prej omenjene vzroke in prikazati, kako vplivajo na postopek. Poleg tega so v delu predstavljene tudi težave, s katerimi se vsakodnevno srečujejo zaposleni na upravnih enotah na področju gradnje. V ta namen je bil izveden tudi intervju s šestimi zaposlenimi na Oddelku okolja, prostora, kmetijstva in gospodarstva na Upravni enoti Grosuplje. Za namen raziskave sta bili uporabljeni metodi pregleda literature in intervjuja. Pregled literature je mešana metoda, intervju pa je kvantitativna metoda. S pomočjo uporabljenih metod so bili torej odkriti vzroki za težave, s katerimi se soočajo vsi vpleteni v postopku izdaje gradbenega in uporabnega dovoljenja. Ugotovitve v diplomskem delu so pokazale, da so na nekaterih področjih gradnje potrebne spremembe. Ugotovitve in pridobljene informacije s strani zaposlenih na Upravni enoti Grosuplje so lahko v pomoč ljudem, ki snujejo zakone in ostale predpise na področju gradnje.

Title:Process of issuing building and operating permits
Abstract:
The process of issuing building and operating permits is one of the most complex and time-consuming administrative procedures. Construction legislation is complex and, in some parts, unclear, causing confusion for all the participants involved in the process. In addition to complex and unclear legislation, there are other elements contributing to the complexity and length of the process, such as third parties, incomplete applications, design engineers etc. The aim of the paper is to present the above-mentioned causes and show how they affect the process. In addition, the paper presents problems encountered daily by employees of administrative units in the field of construction. To this end, an interview was conducted with six employees of the Department for Environment, Spatial Planning, Agriculture and Economy of the Grosuplje Administrative Unit. For the purpose of the study, literature review and interview methods were used. The former is a mixed method, and the latter is a quantitative method. The selected methods were used to identify causes of problems faced by all those involved in the building and operating permit issuance processes. The findings of the paper showed the need for changes in some areas of construction. These findings, along with information provided by the employees of the Grosuplje Administrative Unit, can be helpful to those drafting laws and other regulations in the field of construction.
