Abstract
Poplava je ena izmed najhujših naravnih nesreč in povzroči največjo škodo. Med druge naravne nesreče uvrščamo še erozijo, potrese, plazove, podore in udore, žledolom, vetrolom, požare in izredne zimske razmere. Glavna stvar pri poplavah je zavedanje, da jih preprečiti žal ne moremo. Lahko se le čim bolje pripravimo nanje z raznimi preventivnimi gradbenimi in ostalimi ukrepi ter z vzpostavitvijo zanesljivega sistema predčasnega obveščanja prebivalcev na potencialno ogroženih mestih. Popoplavne ukrepe delimo na intervencijske, sanacijske in preventivne. Intervencijski so tisti kratkoročni, ki služijo za hitro vzpostavitev ponovne prevoznosti. Sanacijski ukrepi se izvajajo z namenom povrnitve v obstoječe stanje. Preventivni ukrepi služijo namenu izboljšanja obstoječega stanja. Izkaže se, da se po vsaki naravni nesreči običajno izvedejo preventivni ukrepi, saj nam je vedno cilj izboljšati stanje, ki se je izkazalo za neustrezno. Nekateri izmed preventivnih ukrepov po poplavah so lahko izvedba ustreznih večjih podpornih/zaščitnih zidov, izvedba pravilnega odvodnjavanja, zavarovanje delov ob povodju, ki so potencialno lahko prizadeti ob naslednjih poplavah. V diplomskem delu opišem tudi stališče zagotavljanja sredstev in del po poplavah, popoplavne problematike, ki se pojavi v družbi, posamezniku in podjetjih. Uvedel sem pojem »domino efekt«, s katerim opišem, kakšen vpliv takšni izredni dogodki puščajo za seboj, ne samo v bližnji prihodnosti, temveč tudi več let kasneje. V zadnjem delu diplomskega dela so predstavljeni konkreten primer avgustovskih poplav leta 2023 in glavni tehnološki procesi saniranja cestnega odseka R2-428-1249 (Radmirje–Luče).

Title:Road construction intervention measures after natural disasters in the Upper Savinja valley on the regional road R2-428-1249 (Radmirje – Luče) : graduation thesis
Abstract:
A flood is one of the most severe natural disasters, causing significant damage. Other natural disasters include erosion, earthquakes, avalanches, landslides, ice storms, windstorms, fires, and extreme winter conditions. The key aspect of floods is the awareness that they cannot be entirely prevented. However, effective preparation can be done through various preventive measures, construction projects, and the establishment of a reliable early warning system for residents in potentially affected areas. Post-flood measures are categorized as intervention, remediation, and preventive. Intervention measures are shortterm actions for the swift restoration of accessibility. Remediation measures aim to restore the affected areas to their original state, while preventive measures are designed to improve the existing conditions. Typically, preventive measures are implemented after every natural disaster to enhance the situation that has proven inadequate. Some preventive measures after floods may involve constructing appropriate large supporting/protective walls, implementing proper drainage systems, and securing areas along riverbanks that may be potentially affected in future floods. In this thesis, I also discuss the allocation of resources and actions after floods, post-flood issues affecting society, individuals, and businesses. I introduce the concept of the "domino effect" to describe the long-term impact such extraordinary events have, not only in the immediate future but also years later. The final part of the thesis presents a specific case study of the August 2023 floods and the main technological processes involved in the restoration of the R2-428-1249 road section (Radmirje – Luče).
